2027 IDAH/IBAJI/IGALAMELA-ODOLU/OFU CONSTITUENCY: HON. PAUL UKWENYA UNVEILS ‘RESCUE, RESTORE, RISE’ MANIFESTO
Hon. Paul Ogwu Ukwenya, aspirant for the Idah/Ibaji/Igalamela-Odolu/Ofu Federal Constituency seat on the platform of the Peoples Democratic Party (PDP), has released a comprehensive policy blueprint titled “Rescue, Restore, Rise,” anchored on the slogan “Restoring Hope. Delivering Results. Securing Our Future.”
In the manifesto unveiled this weekend, Ukwenya described his bid as a commitment to “serve with humility, competence, and purpose,” noting that despite the constituency’s abundant human and natural resources, many residents still contend with insecurity, unemployment, and inadequate access to education and healthcare.
Ukwenya placed education as the cornerstone of his agenda, pledging to renovate and construct classrooms across all four local government areas and advocate for improved teacher welfare, training, and recruitment. He also promised to establish a constituency-funded scholarship and bursary scheme for indigent students and introduce ICT centers in secondary schools to promote digital literacy.
A special focus, he said, would be on girl-child education through targeted incentives to increase enrollment and retention. For youth empowerment, the aspirant proposed the creation of vocational training centers covering ICT, agriculture, and trades, alongside grants and access to soft loans for small and medium enterprises. He also outlined plans to link graduates with internships and apprenticeship opportunities and to empower youths along agricultural value chains.
Recognizing security as the foundation of development, Ukwenya said he would strengthen community policing collaborations and push for legislative reforms and increased funding for security agencies. He also committed to supporting local intelligence networks to improve early warning and conflict prevention.
On healthcare, the manifesto outlines plans to upgrade primary healthcare centers in every ward, organize regular free medical outreaches for rural and riverine communities, and promote maternal and child health through safe delivery and immunization programs. He added that he would facilitate enrollment into the National Health Insurance Scheme and ensure a steady supply of essential drugs.
Vulnerable groups were not left out. Ukwenya proposed monthly support initiatives for senior citizens, targeted empowerment programs for widows and low-income women, and measures to ensure persons with disabilities benefit from government interventions. He also pledged responsive emergency relief for flood victims, particularly in riverine areas of Ibaji, Idah, Igalamela-Odolu, and Ofu.
The manifesto identifies infrastructure as critical to economic growth, with promises to advocate for federal road projects that connect communities, expand rural electrification, and support flood control and irrigation systems for farmers. Market upgrades are also part of the plan to boost local commerce.
On governance, Ukwenya said he would establish an open constituency office, hold quarterly town hall meetings, and publish annual performance reports to ensure transparency and accountability. He emphasized inclusive decision-making with active participation from youths and women.
Linking his vision to the PDP’s legacy of inclusive governance and social justice, Ukwenya said his candidacy represents a renewed determination to deliver measurable results. He concluded with a call for collective action to transform the constituency into one marked by opportunity, security, and shared prosperity.
“Vote for competence. Vote for service. Vote for a better future. Together, we rise,” he declared.
The manifesto comes as political activities intensify ahead of the 2027 general elections, with stakeholders in the constituency expected to scrutinize candidates’ policy proposals in the coming months.
