Official Declaration Address for the Boki/Ikom Federal Constituency, 2027

My dear people of Boki/Ikom Federal Constituency, particularly members of the All Progressives Congress (APC
I stand before you today not merely as your representative, but as your servant—one entrusted with your hopes, your voices, and your collective aspirations. I am Hon. Victor Abang, your representative in the House of Representatives, and with a deep sense of humility and responsibility, I formally declare my intention to seek your mandate for a second term under the platform of our great party, the APC.
On June 13, 2023, when I was sworn into office as your 5th representative in the Fourth Republic, I embraced a sacred trust—a bond not written on paper, but etched in faith between you and I. That mandate has guided every step I have taken. It is a social contract that has strengthened my resolve, sharpened my focus, and deepened my commitment to the realization of our shared vision for Boki and Ikom.
In the past two years and ten months, I have approached this office with diligence, purpose, and an unwavering sense of duty. My legislative engagements have not been ceremonial; they have been intentional, people-driven, and impact-oriented. I have sponsored key bills and motions, including the establishment of the Federal College of Agriculture (Forestry), Okundi (2023); Federal College of Education Technical, Ikom (2023); Federal Medical Centre, Boki (2024); the Labour Act Amendment Bill (2025); National Park Service (Amendment) Bill (2024); and the Elite Sheriff Corps (Establishment) Bill (2023).
Beyond bills, I have raised motions addressing critical issues affecting our people—ranging from the international boundary disputes between Nigeria and Cameroon, to the distressing elephant invasion in Bamba, the completion of the Ikom Specialist Hospital by the NDDC, the need for a unified checkpoint in Nigeria/Cameroon border corridor, dredging of the Calabar River, the completion of the Odukpani–Ikot Ekpene road, and the unfortunate incursions into Okwa by Cameroonian elements. These were not mere legislative exercises, but deliberate efforts aimed at securing tangible outcomes for our constituency.
In my oversight functions, I have remained vigilant—ensuring that government interventions align with the needs and welfare of our people. Understanding that representation must translate into real-life impact, I have championed grassroots development through targeted micro-projects across all 22 wards. These interventions span water and sanitation, telecommunications, rural electrification, road infrastructure, healthcare facilities and equipment, educational infrastructure, sports development, and capacity-building initiatives.
We have supported our farmers with seedlings, agrochemicals, and essential equipment to boost food security and promote agribusiness. We have provided relief through food support initiatives and strengthened our party structures to ensure cohesion, resilience, and sustainable political growth.
These achievements are not mine alone—they are the product of our collective will, our shared determination, and our unwavering belief in the Boki/Ikom vision: a vision anchored on development, inclusion, and prosperity. The results are visible. The progress is undeniable.
It is important, at this point, to speak frankly about how our system works. Anyone who has studied the presidential system of democracy will tell you that the first tenure of a parliamentarian is often a period of learning, foundation-building, and institutional navigation; it is rarely as impactful as subsequent tenures. This is because the system operates largely on the basis of seniority. The more time one spends in parliament, the greater the experience, influence, and capacity to attract meaningful projects, programmes, and solutions to their constituency.
Therefore, when you hear arguments that suggest removing a first-term representative only to replace him with another first-termer who will suddenly perform miracles—who will “turn water into wine”—you must weigh such claims against reason and reality. In all sincerity, such propositions do not align with how governance truly works. Sustainable impact is built on continuity, experience, and the strengthening of institutional voice over time.
Yet, we are not unmindful of the challenges. The fiscal constraints at the national level have affected the pace of certain interventions, particularly within the 2025 budget cycle. Reduced fiscal inflows have necessitated the extension of some projects into 2026. However, these are not excuses—they are realities we confront with strategy and resilience. With improved fiscal policies and sustained advocacy, we are confident in delivering on the objectives set forth in the 2026 budget and beyond.
My dear people, leadership is not about perfection; it is about commitment. It is about showing up, standing firm, and pressing forward even in the face of constraints. I assure you today: we will not relent. We will continue to amplify your voices at the national level and work tirelessly to secure greater opportunities for our constituency.
Today, I return to you—not as a ruler, but as your servant—seeking once again the privilege to serve.
Let our word remain our bond. Let our vision remain our guide. And let our unity remain our strength.
At this point, it is both proper and necessary to acknowledge those whose leadership and support continue to shape our shared progress.
I wish to express my profound appreciation to His Excellency, Bola Ahmed Tinubu, President of the Federal Republic of Nigeria, for his renewed vision and steadfast commitment to national development.
I am equally indebted to His Excellency, Sen. (Dr.) Apost. Prince Bassey Edet Otu, Governor of Cross River State, whose purposeful leadership and the enthronement of what is widely regarded as a “season of sweetness” have ushered in a new wave of growth and prosperity across our dear state.
Furthermore, I extend my sincere gratitude to the leadership of the All Progressives Congress (APC) in Boki/Ikom Federal Constituency for their unwavering support, unity of purpose, and dedication to our collective aspirations.
Together, we have built a foundation. Together, we can achieve even more.
