… URGES CONTRACTOR TO RETURN TO SITE
The Special Adviser to the Kogi State Governor on Federal Projects Implementation, Hon. Chief Emmanuel Obasi, has expressed disappointment over the slow pace of work at the Federal Secretariat Complex construction site in Lokoja, describing the progress as far below expectation two years after mobilization.
During an inspection visit on April 28, 2026, Hon. Obasi said he was “shocked to the bone marrow” to discover that no meaningful work had been done at the site by the contractor, Steadylane Nigeria Ltd, since his last visit earlier this year.
He observed that only one out of the three sections of the complex had reached Damp Proof Course (DPC) level, while the columns for the third section had not been fully planted.
He noted that when he first raised concerns about the slow pace last year, the contractor attributed the delay to the difficult terrain of the site, funding, and assured him of a turnaround. He questioned why a project expected to be completed in 2027 remains at less than five percent execution.
The Special Adviser was also alarmed to find that all offices at the site were locked and the area largely abandoned, with only a single worker planting columns in what appeared to be an attempt to give the impression of ongoing activity.
Hon. Obasi called on Steadylane Nigeria Ltd to return to site immediately, cover lost ground, and ensure the project is completed on schedule for commissioning by President Bola Ahmed Tinubu before the end of his first tenure.
The Federal Secretariat Complex was awarded by the Federal Government in 2023 under former President Muhammadu Buhari, with the contractor mobilized to the Hassan Katsina Road, Zone 8, Lokoja site in early 2024. While the bad terrain initially caused design amendments, Hon. Obasi said the second floor should have been completed by now but the project remains stalled at DPC level.
He further urged the Federal Controller of Housing in Kogi State to urgently investigate what is delaying the project and resolve it, stressing the importance of the secretariat to federal workers and the state at large.
