The Ebonyi State Local Government Service Commission (LGSC) has organized three days training for principal officers and staff of the five local government areas and twenty one development centres under Ebonyi South Senatorial zone on attitudinal change and work ethics towards ensuring optimal service delivery in the local government system of the State.
Speaking during the training at the commission headquarters Abakaliki, the chairman of the commission Chief Romanus Okemimi Nwasum stated that they decided to embark on the training to equip the workers with requisite knowledge on the ideals of local government system and charged them to discharge their duties according to the rules and regulations of the system.
He commended Governor Nwifuru for giving the commission the maximum support to carry out the training across three zones of the State and appreciated him for the prompt payment of workers salary and other welfare packages and urged workers to reciprocate the gesture by being dedicated to their statutory duties towards restoring the lost glory of the commission in the State.
The commission boss who also lauded the Governor for paying the backlogs of pension and gratuity to retirees in the State, charged workers in the local government system to embrace positive attitude and display good ethical behaviour to work while disclosing that the commission would soon embark on tour to the various LGA’s and DC’s to ascertain their level of performances after the training, adding that anybody found wanting would be sanctioned severely to serve as deterrent to others.
On his part, the commissioner one in the commission Architect Augstine Nwechara thanked God for the successful three days workshop and commended the State Governor Chief Francis Nwifuru for providing the commission the conducive environment to thrive, describing his love to workers in the State as very commendable.
He charged the workers to shun bad attitude, unethical practices, negligence to duties but show high level of commitment and ensure harmanious working relationship with one another in their various Local government areas and development centres for the overall interest and progress of the commission.
Earlier in his remarks, the chairman of the workshop who doubles as the commissioner two of the commission Hon. Monday Nwigbo hailed the commission chairman’s giant efforts to revatilizing the system, saying the workshop targeted at reawakening the conscience of the workers as regards the ethics of the system and tasked them not to take the workshop for granted but utilize the opportunity effectively to achieve the desired results.
He enjoined the participants to embrace positive attitudinal approaches and work ethics in their areas of primary assignments and charged them to be disciplined, respect to their seniors as well as be their brothers keeper.
One of the resource persons and CEO of Okwey Delight Global limited Professor Joseph Nkwede who trained the workers on work ethics and productivity in the local government system, charged workers across local government areas and development centres to shun negative attitudes, unethical practices, abadonement of ones duty, absentism, indiscipline, corruption and other negative behaviors but embrace team work and maintain harmonious working relationship with their follow workers instead of castigation to take the system to greater height.
Professor Nkwede, the Bursar of Evangel University, described positive attitude as a Mirrow to solving a societal problem and as such helps in providing the basic need of the masses in the grassroots, while identifying quest for materialism as the major causes of negative work ethics and commended the commission for involving them in the transformation agenda.
He stressed the need for Ebonyi State Government to make regular payment of workers salary a point of duty and also solicited for reward system in the Local Government system, training and retraining of the workers to encourage productivity.
Other resource persons including Pastor Uduma. O. Uduma, Barr. Paul Nwode, Dr. Emmanuel Onwe, Barr. George Ukpai and professor Anthony Itumo lectured the participants on the public service service rules and effective service delivery, role of disciplinary measures in re-engineering work attitude, personnel relationship and quality service delivery, impact of rule keeping on personnel performance in the local government system and public service and fight against corruption in Nigeria.
In their seperate submissions, the resource persons called for effective collaboration among workers to bring desired positive change in the local government system in the State.
In communique drafted and signed by the participants including G. I Ebenyi, Okoro Eme Okoro, Okorie Anthonia, Okorie Chinyere, Obasi Abara Ndidi among others at the end of the training commended the State Governor Chief Francis Nwifuru for restoring the diginity of the local government system and commended the commission for organizing such impactful workshop for them, describing it as very apt while promising to take what they learnt back to home.
They however called for regular and timely payment of salary to discourage workers from sorting public fund illegally, demarcation between the revenue sources accruing to the State Government and the Local Government to avoid encroachment or conflict of services, payment of workers salary at the respective LGA’s, DC’s through cashiers, payroll officers and treasurers, screening of staff before posting to position of authority among others.
