100% Score in SFTAS Program: MAAI Congratulates Gov. Bello, Kogi People. … Says It would lead to More Money, Democracy Dividends


 

 

The Kogi State Commissioner for Finance, Budget and Economic Planning, Mukadam Asiwaju Asiru Idris FCA, has congratulated Governor Yahaya Bello for the outstanding feat recorded by the State in coming top amongst other states in the recently released result of the States’ Fiscal Transparency, Accountability and Sustainability (SFTAS) Program .

The States’ Fiscal Transparency Accountability and Sustainablity Program is a World Bank Program used in assessing the transparency of States’ in financial transactions, due process, budget implementation and Public Procurement. Kogi State scored 100% in the recently released ranking.

The recent report details the outcome of the Annual Performance Assessment (APA) conducted on Kogi State for the second (2019) year of the four-year SFTAS Program.

In conducting the APA, the verification team assessed how the State performed against the Disbursement Linked Results (DLRs) listed within the SFTAS DLI Matrix, guidelines and verification protocol.

The recent report reflects the outcome of the 2019 APA for Kogi State and showed areas where the State achieved results. In total, Kogi State achieved 12 (Twelve) DLRs out of 15 DLRs applicable to 2019 while 3 DLRs were achieved in 2018.

From the report, Kogi State recorded an Improvement in financial reporting and budget reliability,
Increased openness and citizens’ engagement in the budget process.

Similarly the state recorded an Improvement in cash management and reduced revenue leakages through implementation of State TSA,

In the TSA, based on a formally approved cash management strategy, established and functional, and covering a minimum of 60 percent of state government finances implementation of State TSA. The TSA covered 74% of State Government finances.

Furthermore, the state records showed a Strengthened Internally Generated Revenue (IGR) collection,
an annual nominal IGR growth rate meets target

Also the state record Biometric registration and Bank Verification Number (BVN) used to reduce payroll fraud which showed that through Biometric capture, at least 75 percent of current civil servants and pensioners completed and are linked to payroll, also identified ghost workers taken off the payroll . Presently, the Biometric capture of 96.6% of civil servants are linked to the payroll.

Also the assessment observed Improved procurement practices for increased transparency and value for money. The Existence of public procurement legal framework and procurement regulatory agency.

The States’ Fiscal Transparency, Accountability and Sustainability (SFTAS) Program Results released yesterday is the 2019 Annual Performance Assessment (APA) Report.

The assessment was done by the Office of the Auditor General for the Federation as the SFTAS Independent Verification Agent in conjunction with JK Consulting Co. Ltd

Recall that in 2018 APA results, Kogi State came second after Kaduna a feat That earned the State $8.8million as GRANT.

Mukadam Asiwaju Asiru Idris Congratulated Governor Yahaya Bello, all Kogites, assuring that the feat would translate into more money and more dividends of democracy for the State.
