…Lawmaker Says New Law Will Restore Sanity, Improve Public Health in Kogi
The Kogi State House of Assembly has passed the Kogi State Public Littering and Defacement Control Bill, 2026, sponsored by Hon. Yahaya Umar, Member representing Omala State Constituency.
The bill, passed during plenary on Wednesday alongside the Kogi State Fire and Rescue Agency Bill, seeks to provide for the prevention and control of public littering and the defacement of public and private places across the state.
After clause-by-clause consideration and adoption of the committee report, the bill scaled through third and final reading and was passed into law by the House.
Speaking on the significance of the legislation, Hon. Yahaya Umar said the law is designed to restore sanity to public spaces and protect the health of residents.
“Indiscriminate littering does more than make our environment unattractive. It creates unhealthy conditions that can lead to disease outbreaks and flooding. This law is about changing behavior and making our communities cleaner and safer,” he stated.
The Speaker of the House, Rt. Hon. Aliyu Umar Yusuf, while commending members for the passage, noted that the new law would help improve the appearance of public spaces and enforce accountability for the defacement of public and private property.
He expressed optimism that once the bill receives executive assent, it will contribute significantly to improving environmental sanitation and changing public attitude towards waste disposal in Kogi State.
The passage of the Anti-Littering Bill adds to Hon. Yahaya Umar’s growing record as a people-oriented lawmaker in the 8th Assembly. Since his assumption to the Kogi State House of Assembly, the Omala lawmaker has sponsored and moved several bills and motions aimed at improving the welfare of citizens.
His legislative interventions have cut across health, education, security, youth empowerment, and rural development, with a focus on bringing government closer to the people at the grassroots.
Stakeholders in Omala and across Kogi East have continued to commend Hon. Yahaya Umar for his consistency in pushing laws that directly impact the daily lives of the people.
With the passage of the Public Littering and Defacement Control Bill, the Assembly has taken a major step toward promoting environmental cleanliness, public order, and sustainable urban development in the state.
The bill will now be transmitted to the Executive for assent.
