The 21st century has redefined libraries from static repositories of books to dynamic, technology-driven knowledge hubs. Information and Communication Technology (ICT) is now the backbone of modern library operations, enabling faster access, wider reach, and personalized services. This review examines the role of ICT in transforming libraries for the modern era and society, and presents key techniques for maintaining and effectively using advanced ICT systems to ensure sustainability, security, and user satisfaction.

1. INTRODUCTION

Libraries have always been central to knowledge dissemination. However, the digital age and information explosion have made ICT integration non-negotiable.
Modern libraries now deploy Integrated Library Management Systems (ILMS), digital repositories, cloud-based platforms, RFID technology, and e-resource subscriptions to serve a tech-savvy society.
ICT has enabled libraries to:

1. Expand access beyond physical walls through online catalogs and databases

2. Improve efficiency in cataloging, circulation, and retrieval

3. Preserve knowledge through digitization and digital preservation

4. Support lifelong learning and research in academic, public, and special libraries

For libraries to remain relevant in today’s knowledge society, ICT must be strategically planned, properly maintained, and effectively utilized.

For ICT to deliver maximum value, libraries must adopt structured techniques for implementation and sustainability:

1. Proper Planning and Needs Assessment

ICT adoption must begin with a clear assessment of library goals, user demographics, and future growth. This ensures the right systems are selected and resources are not wasted on irrelevant technologies.

2. Regular Maintenance and Updates

Software patches, hardware servicing, and database optimization are critical. Regular updates protect against vulnerabilities, improve speed, and ensure compatibility with new technologies.

3. Data Backup and Digital Preservation

Libraries must implement automated backups, off-site storage, and digital preservation strategies like LOCKSS/CLOCKSS. This protects against data loss and guarantees perpetual access to digital collections.

4. Staff Training and Capacity Building

Librarians must be trained in ILMS administration, digitization workflows, metadata creation, and user support. Continuous professional development turns staff into digital facilitators, not just custodians.

5. Strong Network and Infrastructure

Reliable internet bandwidth, robust servers, UPS systems, and backup generators are foundational. Poor infrastructure is the leading cause of ICT failure in libraries, especially in developing contexts.

Users must be taught how to navigate OPACs, access e-resources, use plagiarism tools, and evaluate information. Information literacy programs ensure users extract full value from digital investments.

Cybersecurity measures, firewalls, antivirus, and role-based access control protect library systems and patron data. Libraries must also comply with copyright and data privacy laws.

Strategic partnerships with ICT vendors and consortia ensure timely troubleshooting, upgrades, and cost-effective licensing. Collaboration reduces dependence on in-house expertise alone.
