The Executive Director of Conscience for Human Rights and Conflict Resolution, Comr. Idris Miliki Abdul, has described Nigeria’s current security situation as “worrisome” and called for a shift in tactics centered on community resilience and intelligence-driven action.
In a statement on World Environment Day, June 5, 2026, Miliki said new security approaches must prioritize grassroots participation if the country hopes to contain rising threats.
According to him, building community support around intelligence gathering can greatly assist security agencies. He urged state governments to take full responsibility for security within their jurisdictions and ensure local structures are functional and responsive.
Miliki recommended that every village in each local government area set up security committees comprising serving and retired security personnel. The committees, he said, should serve as the first line of defense and intelligence gathering at the community level.
“Information must be shared timely among communities,” he stressed. “Delays in communication have cost lives. We need real-time information flow between villages, LGAs, and state security agencies.”
He further called on both state and local governments to recruit more vigilantes to complement conventional security forces, especially in rural and border areas. He also emphasized the use of technology for intelligence gathering and information dissemination, noting that digital tools can bridge gaps in response time and coordination.
Miliki concluded that without community buy-in and proactive local structures, top-down security measures alone will remain inadequate.
